Conditional cash transfer (CCT) has become a very popular and effective mechanism to improve the schooling of economically disadvantaged students in developing countries. Migrant education has long been a headache for policy makers in China and the Ministry of Finance (MOF) is searching for policy alternatives to provide migrant students with financial support to help them receive better education. Using a randomized controlled trial approach, we designed two conditional cash transfers designs (CCT) to explore its impact on junior high migrant students’ schooling in Beijing: a voucher(VC) where students’ parents are promised to offer a scholarship in amount of 4800 RMB to cover their tuition and fees if they enroll in academic or vocational senior high schools after they graduate from junior high schools and a matched savings(MS) where students’ parents are promised to receive financial support in the same amount of VC as long as they open and keep a savings account for their children’s high school education. This paper presents some preliminary evidence from the study. It seems to show that both VC and MS program didn’t have significant impacts on migrant students’ academic achievement (measured by math test score) and likelihood of dropping out from schools.
